It is a great pleasure to warmly welcome all the researchers, academics, and practitioners to attend the 2019 3rd IEEE International Conference on Computer Systems, Electronics and Control(ICCSEC 2019), which is scheduled to take place in Dalian, China, from December 20-22. The objective of ICCSEC 2019 is bringing together researchers, inventers, and experts from academia and industry to share the state-of-the-art and innovative progress in the field of computer systems, electronics and control. ICCSEC 2019 is proposed as a catalyst to promote interactions between academia and industry, a wide spectrum of academic research results will be presented, all these features make ICCSEC 2019 a unique event and one of the most important conferences in the field of computer systems, electronics and control.

On behalf of the Computer Science and Electronic Technology International Society, the sponsor of this prestigious international event, and on behalf of the conference's various committees, we invite and welcome you as a participant in ICCSEC 2019. 

ICCSEC 2019 provides a forum for researchers and practitioners involved in different but related domains to confront research results and discuss key problems. The scope of ICCSEC 2019 includes the research and development fields of collaboration technologies and their applications to Computer Systems, Electronics and Control in industries and societies. Application domains include, but are not limited to, Computer Systems, electronics, energy, transportation, communication, network, and many others. Prospective authors are invited to submit high-quality original research and technical contributions for presentations and posters in conference.

All submitted papers will be checked for plagiarism through the Turnitin software. Papers with significant overlap with the authors own papers or other papers will be rejected without review. All papers that conform to submission guidelines will be peer reviewed and evaluated based on originality, technical and/or research content/depth, correctness, relevance to conference, contributions, and readability. Acceptance of papers will be communicated to authors by email. The authors of the accepted papers will be allowed to make corrections in accordance with the suggestions of the reviewers and submit final camera-ready papers within the stipulated deadline.

All papers submitted to this conference will be double-blind peer reviewed by at least two members of the International Program Committee (IPC) and related technical committees. Acceptance will be based primarily on originality, significance, technical soundness, presentation, and references. The conference chair makes the final decision on the acceptance or rejection of the paper. The proceedings of ICCSEC 2019 are eligible for submission to the IEEE Xplore. After the review taken by IEEE conference publication group, it will be submitted to EI Compendex index.

We will send the email to inform all authors that IEEE reserves the right to exclude a paper from distribution after the conference (e.g., removal from final submission to IEEE Xplore) if the paper is not presented at the conference when paper accepted and after the conference days.

More details about IEEE polices described below,

1. Do not claim or guarantee that any papers will be published in IEEE Xplore. IEEE can decline to publish the conference proceedings that do not meet IEEE's quality standards.
2. Do not claim or guarantee that any papers will be indexed in any database. Indexing services evaluate conferences and independently determine what they will index.
3. Each conference determines their policy for papers that are accepted but which are not presented at the conference. If you decide that non-presented papers will not be published to IEEE Xplore, then you must clearly communicate this to authors prior to the conference.
4. Follow US regulations and policies for publications by authors in embargoed countries or which contain military- or defense-related subject matter. These policies apply to all IEEE sponsored and co-sponsored conferences, even when held outside the US with no US participants.
